District Transformation Process and Board Meeting Recap - October 22, 2026
At the Regular Meeting of the Board of Education on October 22, the Board approved a modified version of the action item regarding the District Transformation Plan. Dr. Blanco is now tasked with bringing forth a District Transformation Process that will include a timeline for seating the Community Committee. She is to present this process at the November 19 Regular Board meeting (moved up a week due to Thanksgiving).
On the subject of timing (specifically having a Community Committee working in parallel with the Visioning Process), Dr. Blanco noted that central office staff already have more than usual on their plate. In addition to the planning and assessments already in progress, the LA County Office of Education (LACOE) is requiring all school districts to switch to a different software system for financial expenses (such as invoices and paychecks), a transition that is expected to be both time-consuming and challenging.
Based on discussions from last night, the Process will include Strategic Visioning from Prospect Studio prior to any Transformation Community Committee being selected and seated. As Dr. Blanco put it, "The process will be sequential." The Board also discussed and then voted to approve the contract with Prospect Studio after pulling it from the Consent Agenda. An official timeline will be presented at the November 19 meeting.
This agenda was FULL. In addition to the District Transformation item, the agenda also included:
The tension between the COC and the Board from 2024-2025 was rehashed.
The LCAP Parent Advisory Committee presentation was excellent at explaining their process going into the next three-year Local Control Accountability Plan. (Please read more about LCAPs here.)
The Academics Office presented new statistics around the academic goals set by the Board in ELA (English Language Arts), Math, and College & Career Readiness Indicators (CCI) for Black or African American students and Hispanic or Latino students, as the California Department of Education released their data earlier than expected.
The Board approved an Exclusive Negotiating Agreement (ENA) with CWL Development Company to explore potential development of the Linda Vista Elementary school site.
The Board Policy Committee announced it is reviewing its AI policy for discussion at a future meeting.
